I'm guessing he has enough shite on his plate that he's not wanting to be knee deep in all of that while trying to bootleg as well. Especially with the feds snooping around.

Don't forget that Nucky owns part of the Onyx club so if the Dr. is supplying the entertainment and keeping the cash rolling in then Nucky likely sides with "why ruin a good thing?"
I'm still waiting for some type of revelation with Ron Livington's character or, at the very least, what his relevance is. Perhaps it's something that bleeds into next season...
