They don't have to put the number in the rafters and have the ceremony and what not, but they don't have to issue out the number either. Cleveland hasn't given out 23 since Lebron left, for example.

Do you have any proof that they turned down a player who asked for 23? It's only been a couple of years.

So what? Has a player even requested 23 for the Cavs?

Again, why should a guy who treated his former team like trash and forced his way out deserve special treatment?
