It may have been a shock for Superman fanboys but the general public pretty much expected him to kill Zod. I don't think critics panned it because of this.

Ah numerical ratings, while they COULD be useful they are generally full of crap because people have no idea why they are rating something, or what it should mean.
MoS is probably rated about right, it's a good movie, not great. Slightly above average.
The problem is that most of these films have inflated ratings due to terrible ideas of what a rating should mean.
If 50% was an actually Average film, MoS is about right, most of the films on that list should be around 50%. Therefore, it's not about MoS being underrated, most criticisms were on point for a change, but other ratings being far too high.
Edit: That version of Hulk should be significantly higher. Ang Lee's vision, although slightly flawed, was unique. Revenge of the Sith is about right.

If you actually read the "rotten" reviews for this movie, the vast majority of them complain about the departure from the Donnerverse ("absence" of humor/levity, "stiffness" of Cavill's Clark versus Reeve, etc.).

Man of Steel is the bizarro version of Superman Returns. There's some stuff I like about it, like Superman saving the plane, but it fails for the most part. It just seems to me that Snyder tried to make the exact opposite film and shot his wad with it. There is no reason that we should have had that level of destruction in the first film and leave it largely unaddressed.

it was a good movie but not what I expected. I wanted superman addressing real life problems like poverty, war, natural disasters.

I expected it to be a departure from the Donner films. You could tell just from the costume. I expected a darker, more complex Superman and that's what they gave us. That wasn't the problem. The problem with this movie is that it's a big, loud, stupid mess.

I like to throw Spiderman 3 and X Men The Last Stand as the bar in which you can go no lower before you start to get bad. (As far as Comic Book films go) These two films are bad films of their franchises, but are not generally, "bad" films.
Man of Steel, at times felt slightly better than a Transformers film. Which is....... Not very good.

The biggest disappointment was how they portrayed Lois.
She tracks the MoS down with basically no clues, learns his identity before they ever know each other, and she took out more Kryptonians than Superman did. That makes the entire movie pretty much unwatchable

This just makes it safe to say more people saw Man of Steel. 3D is a big factor as well on the box office as well as Man of Steel appearing in 200 more theaters than Superman Returns.
Average Ticket Price for a film now 8.16
Average Ticket Price for a film in 2006 6.55
Not a lot of 3D films in 2006.
