Ponger,
You've got a number of fine choices. Handle them and see which ones have the particular traits you want including: 2 position vs 3 position safety, tang vs wing vs Remington type safety, type of recoil pad, hinged floor plate vs mag, fit and feel.
For the price range you're looking at, I'd compare the Savage (model 10, 110, 11, 111 etc.) series, Winchester Model 70 series, Ruger All American, Howa and Weatherby Vanguard. I'd stay away from the Remington 770 and Savage Axis. The Remington Model 700 is still a fine gun if you're not bothered by their recent apparent sell out.

At about $700-$800 new, add a decent scope for about $300-$400, and you're looking at $1,000-$1,200 without case, tax, etc... I think that's a little out of his price range.
I'm looking for that to be my next purchase though, a M70 Featherweight Compact in 308. It's got a 20" bbl, and is 39.5" o/a at 6.5 lbs.

IMO the best rifle under a grand, but its about $250 more than the OP wants to spend.

I don't get the infatuation with the tikkas. They are great rifles, but if I'm spending $650-700 on a rifle I'm getting a better rifle in the winchester m70. JMO of course.

I have a M70 and have held and messed with a T3 before. The M70 is like a bare bones school bus, and the Tikka is like the bang bus

Give some thought about your long-term intentions.
If you are buying to learn with and then upgrade in a year or two, I'd buy a Savage 111 combo, which comes with a tolerable scope. In a few years, after you have used your gun and seen some others, you can upgrade -- with rifle and optics.
If you are buying and plan to keep for a long time, buy the best you can afford, and then buy the best optics that you can't afford.
Lot of good choices out there, but be aware of this: some of the more affordable rifles have a few items that you wll be kicking yourself about down the road. An example of this is my completely serviceable bolt action. It is a base model, and the bolt is complete crap. It works, but nothing compared to a nice machine turned bolt.
Go to a big store and operate as many as you can. Buy a caliber that has plenty of choices of ammo -- .270, 30.06, .308, 7mm08.
