Block Nine Pinot Noir
Blau/Can Blau Sapnish Red Blends
Boneshaker Zin
Easton Zin
Black Ridge Pinot Noir
Lapis Luna "Moon Eyes" Cab
Rock & Vine "Three Ranches" Cab
Belle Gloss "Meiomi" PN
Predator Zin
If you find these you wont be sorry. Some of them teeter on the $20 mark but some are well under.

Agree with this one. For $9, it's good enough for an everyday drinker.
Also, don't knock the black box wine. For $23 and equivalent to 4 bottles of wine, the cab is pretty decent.

What are some good wine recommendations? Red wine only, please. Do not like white.

This. Especially the malbecs. I'm a big fan of the Ben Marco Malbec after having it at Houston's. I think it might be one of the best wines for the price out there.
I also recommend Mark West Pinot if you want to spend just under $10. For cabs you can't go wrong with Liberty School in my opinion. Also look into 14 hands.

If you are talking about keeping it in a regular fridge at under 40 degrees, I completely agree. Although, I do think it should be served below room temperature. If you have a dual zone wine fridge, there is nothing wrong with that.

Your price range is prime territory for some of the higher value italian and spanish reds
This is your best advice so far. Not sure I would call that higher value if you mean price wise.
Also mentioned, South American reds such as Malbec.
I would avoid American bottles, less value. IMHO
Cotes du Rhone's are another excellent style to seek out at that price point. Enjoy. Try all then drink what you like.
