any native white hawk/falcon in LA?

We have 2 on our lease that I have seen on multiple occasions. I have never seen another almost all white Bird of Prey in LA. Mostly white, with black on it's wings and head.
Anyone help me out on an ID?

could be the white tailed kite, but according to the internet, they should not be this far north...

I have Redtail Hawks, Kites and one huge Falcon that hunts in my Apt Lake. The falcon is ridiculously big and snatches three pound bass out the water.

How much white? If it's mostly the underparts that are white, it may be a northern harrier, aka "marsh hawk". You'll see them flying low to the ground and slow over fields looking for rodents.
Although, I'd think most of them might have migrated north by now. I was seeing them 3 weeks ago in N. AL, however.
