I think Arlo should be closer to the top. They don't show much of his past but it is discussed and implied. He is one bad SOB.

again, you miss the point
without the opportunity to become a marshall, what would raylan do? he'd almost assuredly have ended up back in harlan (or never would have left without that option)
coal mines? no
normal job? if there are any, unlikely in a place like that
so he'd have been a criminal

He didnt leave the coal mines and go straight to the Marshall's though. He went into the Marines. He was going to legally get out of his bad situation no matter what. So he had already left Harlan by the time he went federal

How'd that work out for Boyd? Pretty sure he joined the Army, did his tour, and then headed back to Harlan. That's kind of the whole point of Boyd, isn't it? He's basically what Raylan could have become.
ETA: Re post above, you're right. Don't think there was any indication Raylan joined the Marines on the show. Just that he left to join the Marshals.

I think what SPEEDY is talking about happen in the books as well. Because we have no evidence [from the TV Series] that Raylan joining the military after leaving the coal mind.
