If you're waive then you go through the waiver system where a team can claim your contract. If you're cut you're just a FA.

<4 years experience = waived, then teams can put a claim on you (based closely on draft order, not sure why it's not exactly the same). If you're claimed by a team they pick up the remainder of your previous contract. If you're not claimed then you're a regular FA. 4+ years experience = free agent and you can sign with any team.

Yeah he sucks. But it's not like cheap good CB's are the norm. Another position of need on a team that has plenty to address, with little cap room, and short a draft pick, to do so. Mickey should get a statue if he is able to pull a good defensive roster in.

You don't see early (3rd round) draft picks getting cut in their rookie deal at a position of dire need too often, but Patrick definitely warranted the cut. He was pretty terrible.

Yeah, he was really bad. Plus both White and Mack made some plays last season, and if they were to sign an Ed Reed, they could move Jenkins to nickel CB this season.
