The carriers surely can't but when the USS Seawolf (SSN-21) was first commissioned she could. In fact, they ended up tweaking what was considered 100% power during the next calorimetric to ensure it wouldn't go that fast operationally anymore unless needed.
The Jimmy Carter and and Connecticut were built accordingly to this plan and the Virginia Class was also modified to lower the speed (stress on the hull, note the curvature on the hull leading to the sail that is absent on previous submarine classes)
