It's a bit too obvious that she's in on it. I can't imagine why they would reveal that so soon, and Joe looked shocked.

High-ranking FBI agents have assisted villains in movies and TV shows before. I have no problem with it if the explanation and back story are good enough.

She is a cult expert. I'm leaning towards she is trying to trigger something in Joe to encourage him to make a mistake.

This is possible. But I think it's also possible that she isn't in on it yet, but is intrigued by him. He does have charisma as well as a personality that draws you in. Whether that develops into an infatuation and "indoctrination" into his cult remains to be seen. I doubt she is in on it/ends up being in on it. But there was more than just indifference in that look she gave Carroll before she walked away. Her expression was even more profound as the camera followed her down the hallway. She's most definitely interested in him in some form or fashion.

ill go with that too... just for the fact that her actually being in on it would be a preety poor plot choice IMO. Plus how the hell can she just waltz right to his cell with and give him that book without anyone knowing or thinking anything is supsicious.

This passage from the AV Club review of the pilot has me worried after seeing what the FBI agent did:

I don't think that's very far fetched. She's an FBI specialist. Seems like it would be easy to walk back there. And not to mention, if she is baiting him, it's a good first step.

Well this guy did train people to be part of his cult while in prison, so I wouldn't be surprised if he has his ways to make this happen too
