Ok, then explain how it factors.

They are playing next year regardless. I dont see the bowl committees sorting this out saying "Well guys, these two are out because they are playing each other next year. Cant have that"

I dont see the effect that next year has on this years bowls

Especially a SC and Clemson matchup.

In the case of SC and Clemson, they just played, so ticket sales would suffer if they were paired again. TV viewership could also be affected.

In the case of UGA and Clemson, the schools wouldn't be very interested in the matchup, so they'll lobby against it. This is a much more complicated process than the bowls simply going down the list and taking turns picking.
