There isn't a rule in place saying who you can and cannot roster though

No but why is the rule in place to have a full roster? So you can't pull players, there is no other reason to have the rule. It's fricking bush league not illegal.

There is no rule to have a full roster. CBS penalizes you for not having a full roster, not TDBL.
The rule you probably want to reference is the 25 IP limit. It's in place to prevent something like this. Or the 6 add/drop limit.
What cwill did was no different than subbing in SPs who aren't starting for one who is in order to protect a pitching cat.

ESPN v. CBS -- Another thing about CBS is the lineup freeze time. No reason it shouldn't be every game. No reason CBS can't fix this.
I am leaning ESPN personally, at least to give it a look in preseason.
