Good Reliable Pistols for under $400

You thought wrong. Very wrong.
If you're lucky you can find a police trade in Glock. If you know a police officer or someone in the military get them to buy you one because they get a discount on Glocks.
If neither are those are an option, look into a Taurus 24/7. Not really the sexiest pistol. Probably around and OT 3, but it will go bang.

Well, slightly over 4 hundy, I suggested a Stoeger Cougar to someone else on a different thread. His was quoted at $429 from Bud's.
Right around the $400 mark also is the Ruger SR9 and SR9c. I own an SR9c and it is one of the most fun handguns to shoot out there. It has a crisp trigger and the grip is very ergonomic.
Also, Kahr arms makes some guns for under 4 hundy if you want a slim single stack gun that can also be carried. Bud's has a CW45 listed for $355.
Or if you're a 9mm fan, a CW9 is listed for $369.
I personally own a Kahr CM9 for concealed carry and it is my #1 carry gun and bulletproof reliable. I don't think I've ever seen it have a jam. It just works and works.

I've been looking at used pistols, but those damn things keep their value. I'm not seeing any reason to buy used at this point when new ones aren't that much more. Where is the best place to get a good deal on a used piece?

Police trade ins are a good source for a functional gun at a discounted price. Unfortunately, the availability of police trade in glocks in 9mm is kinda "dry" right now. I recently bought a Model 19 from Glockmeister.com for $385. It ain't a pretty one, but it shoots fine. You can find 40 S&W police trade in Glocks all day long for much less than $400. Finding used Glocks on classified ads was hit and miss (actually all miss for me) when I was looking for mine.

The only other qualifying guns I can think of that's not already mentioned would be.......revolvers! Bunches of good revolvers available for <$400, both used and new.
