I think Ramsey wrote it, but that no battle has even happened yet. All hell broke loose at Winterfell between Manderly and Frey, and Ramsey is pulling out all the stops to maintain control. What his goal is with the letter, I am still guessing, but I think Stannis is at the walls of Winterfell and the Boltons have lost all control within it.
My guess is that he figured out the Jon had sent people into Winterfell to take "Arya" back, and Ramsey now wants to crush him. Ramsey is too impulsive. He cannot keep his eyes on the prize and just wants the instant gratification of crushing his enemies.

I agree. Ramsey was furious and sent the letter. He hasn't captured Mance or killed stannis, he tortured one of the spearwives until she talked and that is where he got his information. His grasp on Winterfell is fading and he his hungry for Jon's blood, the man who stole his Reek.

Unfortunately I don't have a theory for it, but I am really stuck on the Littlefinger/Sansa POV. I believe Littlefinger's ultimate goal is the Iron Throne. Or at least I used to until I saw the pace in which he was moving. He has control over the Eyrie, after Sansa's wedding, but nothing else. I have always assumed he wanted Riverrun being power hungry and starting off as a nobody there. But from there where does he go? As smart as he has been throughout the Song, it just seems like he is out of ideas. Anybody care to enlighten me?

Dark Sister is all I can come up with. Pretty thin though, it wouldn't really help Sansa or Harry the Heir's various claims. It would just be a badass sword.

Wouldn't he think he'd have control over the North as well, being that all the other Stark children are thought to be dead to the general public?
The North and The Vale.
That's a lot of land to be pulling the strings for.

Yeah I was overlooking the Vale. I guess he could be waiting to attack the North until the end of Stannis and the Boltons war is over. Then he would claim the lands with his fresh army as well as any remaining Stark supporters with Sansa. But if that is his plan, it will be screwed once Rickon gets back.

Ummm, once he marries Sansa, he'll have control of Winterfell and the North too. That is more than half the land in all of Westeros.
This is Littlefinger's thought process, and not what I think will actually happen. As far as he knows, he has the only living Stark.

I also agree that he has not fought Stannis yet, he asks for Reek back, if he had fought Stannis, he would know that Theon/Reek was with him not at the Wall.

I don't think so. I think Littlefinger knows that without the destruction of every great house they will not let him sit on the iron throne. I think he ultimately wants enough power to be taken seriously among the great houses of westeros.

Also, being on the throne is way to visible for Littlefinger, he wants to rule from the shadows not from the front.
