1. TWD zombies just crave living flesh, no matter where they get it from (humans or animal).
2. TWD zombies do not eat other zombies.
SPOILERS:
At this point in the comics, it isn't known if the zombies will eventually "starve". Some zombies are very active and go after any sound they hear, and continue moving on and on and on. Others just wait until food is close enough to get their attention.
So, potentially the zombies could "starve", but up until this point in the comics (about two years after the outbreak) most zombies are still very active.
Feeding the zombies in the barn is just because Hershel sees them as sick people, rather than dead people.

Hershel is an interesting character. I don't like him or enjoy his screen time, but he's insane in a realistic way.
