Least favorite as in hated, or least favorite as in useless?
As far as useless, I've found Hoat to be pretty useless. Gregor's role could have been expanded to include all of that as well.
For hated, Cersei indeed. Joffrey isn't far behind (if not ahead) as well as Walder Frey.

Sansa. Those chapters always hit me like a brick wall. Her mother wasn't much better. Actually don't mind Brienne.

Can't get into this without giving out spoilers, but Brienne served at least one purpose in how ***** changed because of her. Not sure of what else goes on with her since I am still reading Feast.
Sansa's tale has been one of change, which I am always interested in seeing how an author can do that in a believable manner. She is a far, far different person even after... well... anything would be a spoiler to include. But suffice to say she's a changing character through everything that goes on around her. I'm interested in seeing where he character goes.
I find the Septon in King's Landing to be pretty useless.
