It's both. It's, for the most part, a wide open mission game that you can also play cooperatively online.
I dig it. It's not perfect, but it's head's and tails above Dragon Rising, the prequel. I also liked DR.

I play MW2 mostly nowadays. A little Black Ops, and a little CoD4 sprinkled in lately.
