Why hasn't a great superhero video game ever been made?

With all the super heroes out there (Superman, Spiderman, Green Lantern, etc.), you'd think there would have been better games made in that genre.

Curious to see how the new Batman game plays

I remember playing the crap out of this one. I liked it at the time. But I was a kid, who knows if it was actually any good.

My guess as to the why is, in the past the studios paid for the license of the superhero in question. They knew that now matter what they could sell (X) number of copies just on having the superhero in the game. They didn't put forth much effort because most of their budget was paid for the license for the character.
I would guess the payoff was just not their unless they triple or quadrupled their budget to bring in good writers, artists and coders. Even these days MOST video games based on characters suck.
