Billy Loomis should be higher but overall a pretty good list. I'd have Hannibal Lecter number 1

I'd put Chigurh #1. I wanted that guy to die the entire movie. He really upset me. The ending of the movie really ticked me off.

To me, Joker above Hannibal is a travesty.

Otherwise, a great list

She doesn't fit in your timeline but you're right, she's evil.

Great list, I'd like to add one name:

Commudus (Jaquin Phoenix) from Gladiator. What a prick!

I think Col. Winter from The Last Castle should be on that list.

He was a smug SOB and would have done anything to hold on to power in the prison.

Considering Goeth was a real person, I'd say he's a pretty solid #1.

And Silence of the Lambs should have two in the top 10 in Ted Levine's Buffalo Bill along with Hopkins's Hannibal. This is what makes Silence THE bst thriller of our time.

Hannibal wouldn't even make my top 30 of the past 2 decades, since he directly assists Clarice in catching the real antagonist Buffalo Bill. Yes he has a villainous nature to him, but he's not the villain of the film.
