I read that Michigan will have a press conference this afternoon (presumably to announce that RR has been fired)

Or, if Harbaugh has fallen through, that RR is given one more year with a forced change at DC and institutional controls in place in response to the NCAA violations. It is possible that they placed their eggs in the Harbaugh basket and if they can't get him, they are going to give RR one more year to turn things around.
It might be a strong statement of concern tinged with hopefulness that RR can get the job done. The AD needs to make a statement that mediocrity will not be accepted, but they hired RR to do a job and they want to give him a chance to do it. They can point to improvement each year as a reason to keep him.
IF Harbaugh has truly said no, that is what I think will happen. They aren't firing RR without a replacement lined up.

This would be doomed to fail and Michigan probably realizes this.

At this point, is Michigan almost forced to make a change at HC? I mean, what affect is this uncertainty having on recruiting? Particularly defensive recruiting, where they need the help.

I agree at this point they have to make the change because this is beyond repair. The fan base alone wont even be happy even if they win the Big 18 next year, but that doesnt mean it will happen. A good point made above was about how UM cant do this unless they have pretty much locked someone into place. It better be dynomite!
