I really dont understand why the West Virginia game is going to be on CBS. They usually never pick up OOC games like this one

Can you read??? It doesn't say it is going to be on CBS. It says it may be on CBS. However, I would say there is a 95% chance that Bama/Ark is the CBS game that day and LSU/WV is at night on ESPN.

i thought espn helped put together this home and home so why wouldn't they cover it

CBS would like to show a game that appeals to people outside of the Southeast. If Bama is in top 5, then there will be some nat'l interest in that game. However, the network wants to diversify the media markets in which it has high viewers #s. Why do you think the ND @ Navy game is shown whenever its Navy's home game? They want to boost ratings nationally. That's tough to do considering CBS only has a contract w/ 1 conference.
