Considering the action is in response to his decision, I believe he can exercise jurisdiction over the new directive.

I think it would go before the 5th Circuit in New Orleans. What is the Village Idiot thinking by trying to issue the same moratorium that was ruled illegal?

I think what he is saying is that industry experts were asked to review the technical aspects of the moretoreum. Then it was made to look like they were endorsing the moretoreum. Now the administration is saying that they never ment for it to look like the industry experts were endorsing the moretoreum after they get called on the deception.
