On a team by team basis:
Winners:
Texas (they get their money)
Baylor, Kansas, Kansas State, Missouri
Utah (now they should be invited to the Pac 10)
Nebraska (great fit in the Big 10)
Losers:
Oklahoma State, Texas A&M, and Oklahoma (still on Texas' jock)
Colorado (now they'll owe the buyout)
Conference Winners:
Big 10 (Nebraska is a solid addition)
SEC (They prevented the Pac 10 Super Conference)
ACC & Big East (for the moment they are safe from raids)
Losers:
Pac 10 (They wanted the home run. They'll have to settle for a single)
Big XII (They're prolonging the inevitable)

I know it's a market, but Colorado is a fielders choice at best...
Losing them actually increased the Big XII's per team value from what I've heard...

Winners:
Kansas basketball program.
Nebraska(just a great fit with the Big 10 IMO)
Missouri. Could be the team to beat in the North now pretty much every year.
Losers:
Texas. The Big 12 was weak enough, and now the Longhorns lost pretty much their one solid competition from the North.
Missouri. A lot of the expansion talks started with them, and now they're stuck in the same place they started.

Biggest Loser: Fox Sports (paying ~$165M for what is essentially 2 significant football games, UT/OU and UT/TAMU)

Just checked out the CU forum on netbuffs.com and they seem to be loving the fact that Texas and co. aren't joining the Pac-10. I figured they'd be freaking out. Now they owe the buyout money and they do nothing but water down an already weak conference where the only elite program just got arse-rammed by the NCAA.

Just received an email from a buddy of mine that played for Baylor back in the '70's. He's a BIG Baylor supporter and said:
"Thank goodness we weren't left out in the cold, but I hate we owe it those cow skull cocksuckers."

Biggest loser has to be the PAC 10.
Biggest winner has to be Baylor and the Kansas schools and whatever other little schools I can't quite remember the names of that are in the Big 12.
A&M - maybe a wash. I think they would have benefited more from the SEC but apparently this was their choice. And if they get more $$ then they were they beneift that way.
SEC - held pat but could have benefited from A&M and VaTech IMHO so maybe a small loss in what looked like it could have been.
Big 10 a moderate winner in that they get to expand with a solid Nebraska team with a great football following and a team which seams to be on the upswing.
Nebraska is a winner just by getting out of the purgatory that is the Big 12 north.
