Who owns the oil once its reclaimed from the Gulf??

can private companies reclaim the oil and keep it under salvage laws or something similar?

The oil floating is worthless basically, but that oil coming up from that pump they are puting in place could be salvagable POSSIBLY.
Lots of factors incvolved, but any oil is considered owned by BP.

BP owns the lease and they are paying for the captured oil that may come up the "box" so they will own it.

Better question is, who's keeping track how much oil has come? Someone is gonna have to pay the oil royalties, right?

BP owns the oil coming out. It is a loss to them as it spills. That is their oil and they are losing money every time a barrel is lost.
Bout $80 per barrell so do the mathand it HURTS along iwth the cash being lost in the cleanupa nd everything else.

I went out in my boat and skimmed off a couple of barrels FWIW. Can I just drive to the Valero refinery in Norco and sell it?

In a bbl of oil (42 gals.), almost 20 gals is made into mogas. Even in the production of Asphalt, some lighter and heavier ends are taken to make mogas.
