I would assume it's compiled of highly-ranked HS prospects (by Rivals, of course) who went on to live up to the hype in college and beyond

it goes by who they think was the best player who had that ranking. Laron was ranked the 87th overall player his year so they take the other players ranked 87th and rank the best.
