No. It's very common to limit transfers to schools outside of your conference. In fact, it would be uncommon for it to be allowed.

No. These kids sign a contract to play for a university. Its business. The kid would be kind of walking out on the coach anyway, why would he not want to hurt the familys feelings? Just letting them transfer is somewhat of a favor alot of the times.
Im not dogging people who transfer by any means, alot of the time it is better for the player to do so. But coaches certainly 'have a choice" about where transfers can go

Not really, they have a choice as to whether to make the kid/family pay for it or not. A kid can transfer anywhere they want, but if they are released from the scholarship they can enroll on scholarship at the new school. If they are not released, they are still technically on scholarship from the old school and therefore will have to pay their own way for the year they sit out.
