Seriously, why is the turban part of the story? Am I missing something? There was no information that suggested the turban is meaningful.

Because this country has a large issue of immigrants being granted CDLs that are unable to read or understand traffic signs and laws.
Probably not the case here, but that would be why. If that helps.

I can’t stand rubberneckers or wreck filmers.
If you’d just keep your head straight and go thru the line, even if down tk one lane, there’d be less of a traffic jam.

Current events. Lots of illegals/undocumented/H1Bs/etc... have been given CDL's from California or other liberal states. A disproportionate amount of fatal car crashes are due to these same drivers.

The main mountain near where I live is constantly backed up with slow traffic because for some reason half of the morons driving think they need to slow down to 35 MPH while passing a loaded tractor trailer trying to make it up the mountain on a 4 lane hwy.
