Genuinely curious, how he can do this and if he or any President can, why we ever have govt shutdowns
Does it pass legal muster, but are any Dems brave enough to openly challenge not paying TSA by suing? Has this ever been done?
The Dems are fricking scumbags and need to open the govt and the Reps are just as bad by trying at points to attach SAVE to it.

Since they are executive branch agencies, he has some latitude in this matter. But, if Congress as a whole were to say it is cutting off funding and passes a budget that leaves them out, then conceivably all TSA and Homeland Security would be out on the street.
But in this case he can continue for a while.

Government shutdowns should include Congress's pay, with no backpay, before anybody else's pay. And more extreme, they should be barred from doing any securities trading during shutdowns.
"Well boys, we screwed the pooch again. We're working for free until we figure this out."

Agree there too.
Any positions directly tied to line level enforcement of Laws/Security should be exempt from shutdown.

Passing the DHS funding bill is a job of the Congress that they used to blackmail at the cost of citizens safety. Having it legitimately funded is always correct but Trump looks like he held back knowing that democrats would show themselves as POS but he also got RINOs to be exposed

They would have to remove that function altogether. If they tell him he has to do it, but they won't fund it, he has plenary power to get it done in creative ways. It would be a great excuse to privatize, but there isn't much political will there, either.
