If X number of years of directly related job experience (@ full time) is required, no recent IU grad will meet MQs.
I get the problem - pressure should be applied to change the MQs in the posting if a recent grad would otherwise be qualified.

I've been mad about this for a quarter century. I even used to employ them. I don't dislike the individuals but as long as there are citizens being overlooked, it's wrong.
And this became a thing in the early 2000's.
It started back then by listing ridiculously (or even impossibly) high requirements, stating the compensation was absurdly low, aka. 18-20k when the current rates were 50-70k. Americans couldn't live on this; but H1-B's, 6 to a two bedroom apartment could... even sending sizeable amounts back to family in India.
We can't even decide who gets to vote.

The good thing though is that second and especially third generation ones are very unlikely to favor those from India.
The loyalty ends when they grow up in American schools and sanitary conditions.
They start to expect others to act like Americans... and are very repulsed when they meet some of the more stereotypical off the boat ones.

Dept of Lab & Path Med. That's a grad student or post-doc who is already here and needs an H1b because their student or visiting scholar visa is expiring due to graduation or time. Note that the position is only open for 2 weeks. Likely the minimum for a position at a state institution in Indiana.
That person is very likely a data scientist cranking through Healthcare records, transcriptomic or genomic data.
You are absolutely correct on the position being posted by an Indian scientist, but there is no need for a kickback. In the Indian culture, the scientist posting that position is morally bound to hire and promote Indian scientists.
It used to be that way for the Chinese, but I see that fading. Certainly some still do, but it's no longer uncommon to see Americans working in academic labs directed by Chinese scientists.

For me to know if I should be mad, I need to know how many non h1b they hired since this is only one. Let me repeat, ONE.
But the guy in the x post gives zero info other than a screen shot. Can't even verify if it's an actual Indiana University job listing. Also, that screenshot doesn't say anything about entry level, the author of the post included that part.
This is what I think is happening. Lots of right wingers dislike H1b for some reason and you guys are being propagandized nefariously with this stuff. If I were a lefty id throw this H1B at your face daily just to hate republicans.

Not one thing about this post proves an American was rejected in favor of an Indian. It's pure propaganda.
