Remember that Police Chiefs are hired.
In cities with progressive mayors and councils you will get progressive policies with chiefs hired that match up well with those progressive policies.
Sheriffs are elected and will match up with the voters.

It seems any profession that is largely bankrolled by the taxpayers has been infested with leftists. From academia, the judiciary, law enforcement etc.
