There's more fraud than you can even imagine happening at all levels of government. Can't imagine how bad it is at the city-government level in some of America's largest cities.

The most surefire way to end government fraud is to limit the government to its actual role as spelled out in the constitution. So, pretty much (1) national defense, (2) foreign policy, (3) regulation of interstate commerce and (3) delivering the mail. Do away with all the rest.
Of course no one wants to do that because they love sucking on that big fat government teat.

That doesn't end government fraud at the state and local level.
Also, "regulation of interstate commmerce" is a huge and vague thing. That is the whole issue and largely how the federal government became so bloated.

"Interstate commerce" as interpreted by the Supreme Court over the years is so broad that it basically gives the federal government power to enact laws affecting pretty much anything.

Govt at all levels is the most inefficient and fraudulent ran entities in this country.
Govt should only collect 25% of the taxes it does, and only provide basic services.
