Have been down there a bunch this weekend. The new set up doesn’t allow street parking and traffic, both walking and driving, is limited.

My initial thought was the same.
1. Small crowd for a Fat Tuesday on Bourbon.
2. More importantly, don't over dress. Panties/bras are strictly prohibited on Fat Tues - especially on Bourbon.
