If they tell you something is "Top Secret" and then they tell you the secret......it isn't "Top Secret".

Sounds like he is confusing commercial training and military. Yes, thousands do train as commercial pilots here. How much that training "translates" to being a fighter pilot is questionable.
But he is right that civilian pilots can theoretically be recruited into the Chinese military. There is no distinction in China between civilian and military. Everyone does what the CCP demands.
The bigger problem is former pilots from US or NATO countries giving Chinese pilots real military training in foreign countries. They work sort of as mercenaries training people for cash. Those people should be punished. Pretty sure it is illegal for Americans to do this, but there might be a few out there.
