Trying to swap from Verizon to TMobile

But TMobile keeps saying phone is locked. Verizon says it's unlocked. Who's right and what do I need to do?

I had the same issue trying to switch from Verizon to another service.
We have been with Verizon for many years and my spouse wanted to stay with them because they have the best coverage in our area so I never made the switch.
My guess is Verizon doesn't make it easy to make a switch.
It might be easier to trade in your current phone to T-Mobile and get at new phone if possible.

if you have an iphone you can look in the settings to see if your phone is unlocked. i have no idea how it works on android
To check if your iPhone is unlocked, go to Settings > General > About, then scroll down to find the Carrier Lock field; if it says "No SIM restrictions," your iPhone is unlocked, but if it lists a carrier, it's locked to that network. If it's locked and you want it unlocked, you must contact your carrier to request an unlock after paying off any device installment plan.

Verizon is a different network technology than T-Mobile/att I didn’t know you could switch the same phone between the two.

Verizon phones should automatically unlock after 60 days. If you’ve had it 60 days, it should be unlocked. If you’ve haven’t had it 60 days, there is nothing you can do except 60 days. There are no exceptions to the policy.
If you’ve had it 60 days, just call tech support for VZ and they will unlock it. It’s quick. Sometimes the Auto Unlock process just glitches and doesn’t unlock.

Is phone paid for clear and free? If you owe Verizon for the phone, it won't unlock until it's paid for.

I just swapped all of ours over. My son's phone is not paid off. T-Mobile will pay it off. I had no trouble other than having to log in to all of my accounts again. And do it at Costco if you have a membership, lots of incentives.

I'm pleased with it so far. Haven't really traveled around so can't say how it is away from a metro area.
