No sarcasm. Maduro is under indictment in the US. If he leaves Venezuela, he is subject to arrest and rendition to the US.
If I had my choice between possible death and spending my life in jail, I think I would take the chance of staying in Venezuela.
Plus, the precedent has been set by Trump to pardon "presidential drug lords."

What's so funny? Trump is pardoning the Honduran president who still had over 40 years to serve on his drug conviction.
If the goal is to convince Maduro to leave without killing more people and spending more money, why not pardon him?
