Virginia proceedings
These are specific to Comey lying to Congress about his media leaks of Classified information. It’s a so-called process crime, with 5 5-year statute of limitations. It had to be brought in Virginia because the crime took place in Washington. It’s an unfavorable jurisdiction, but it is a useful vehicle for the prosecution to make public the documents evidencing Comey’s crimes.
It will be rolled into the Grand Conspiracy in two ways. First, Comey leaked classified information to appoint Mueller with the goal of impeachment, to overthrow the President. Comey then lied about it to Congress as a cover-up.

And that's assuming any illegality with the MAL raid, which is a huge stretch

Like all criminal cases, the Virginia case had to be brought in Virginia, because the crime occurred in...wait for it...Virginia. Comey testified by Zoom from his home in...wait for it...Virginia.
