It asks the BOP "explore any and all avenues" within the BOP authority to transfer her.

I think Peters was railroaded and certainly sentenced to an excessive sentence.
None of that would be the basis for a transfer to a federal facility. She was convicted of state charges.

Tina's situation falls into that same intellectual blind spot for some of our usual suspects as the 25th Amendment debacle for Biden:
The people who would've been the appropriate parties to take irregularity concerns to were the same people who were direct beneficiaries of the fraud that was being reported. They aren't going to narc on themselves, so they whistle past the graveyard, pretend everything is on the level and when folks continue to ask questions years later, their last line of defense is that it's been too long to do anything about it and we should all just move on as if nothing happened. The proper order of operations wasn't followed to completion and they don't know why folks won't let it go.
