Yea, it may be fake. Target is pretty tough on shoplifters. Target and Walmart may actually be the two worst places to steal from. They prosecute to the fullest extent. No negotiations.

This guarantees more generations of entitled lazy people. The mother should be charged with contributing to the delinquency of a minor (x the number of little thieves)...and depending on where it happened, nothing will be done. If you prosecute, you teach a valuable lesson...and the kids find out that mom FAFO and they will be taken away by child protection services...because mom is unfit.
