Everyone keeps speculating about BK’s contract and what is and is not in it. Politicians included. It’s publicly available online and everyone can look at it themselves. Here it is:

You'd think it would be, but it's easier to read internet rumors and hearsay about what's in the contract than it is to actually read the contract.

Landry says that the state of Louisiana is in the hook for liquidated damages if a donor does not step up . Where does it say that in the contract ?

Does not explicitly say that the State of La. Guarantees LSU obligations ?Maybe there is an unwritten implied obligation ? In that case the State is financially obligated for every financial commitment that LSU makes ?

What a contract says versus what is done in practice are two different things.
His contract is base salary plus supplemental compensation. Whatever booster(s) are providing the money for this buyout are probably making donations directly to TAF to get it done (with a nice tax deduction because TAF is a 501(c)(3). Hence, LSU still fulfills its contractual obligations, once its big donors pony up the money to get it done.
Landry is trying to make people think that the state will still be on the hook in the event that boosters don't pay the buyout, when he KNOWS that boosters aren't going to pull the plug on a coach and fire him if they aren't prepared to transfer the money.
Isn't it funny that John Bel Edwards never asked if whether taxpayers would be on the hook for Ed Orgeron's buyout?

LSU is a "component unit"/subdivision of the state of Louisiana within the executive branch. The Board of Supervisors is a constitutionally established board responsible for managing the system's institutions.
Though the contract does not state that the State of Louisiana guarantees LSU's obligations, because LSU is a subdivision of the state of Louisiana, the state would be obligated to pay a contractual buyout in the event that a private donor would not pay the buyout.
How many private donors have not paid buyouts of prior LSU head football coaches that have been terminated with buyout provisions? A grand total of none. Landry knows this, but he's just trying to make himself look like a steward of taxpayer money when honestly, private money paid for the last 3.5 years of Brian Kelly being at LSU, and private money is going to pay the buyout.

Scott Woodward will stop coming into work one day. They’ll never find his body, only his luxury automobile paid for by LSU. Parked on the side of the road in a ditch or at an airport long-term parking. The man made two coaching decisions that cost a combined $125 million dollars or so in contract buyouts. Actually more when you consider how much TAMU and LSU paid in assistant coach buyouts, plus buying out Jimbo and Kelly from FSU and Notre Dame.

Has an appropriation in the state budget ever been made for anything exceeding the base salary for the LSU head football coach?

Should've been 6 or 7 Years.
