seems very similar to the narrative being told about BR Mayor Coach's plight. Former DEMOCRAT Mayor Sharon Weston Broome either spent all the money or tied it up in ways that the new admin can't pay for trivial things like police or the DA's office to prosecute crimes.
At least thats the excuse offered when you ask why crime hasn't been addressed in EBR. Well, other than with platitudes and balloon releases in the hood.
