Ever read a book and really enjoy the characters and setting, but not the story?

Just finished The Never-Open Dessert Diner. The main character and everyone he meets are very interesting. I really enjoy the strangeness of the rural Southwest, which is a character unto itself. The overall story left me a little bored.

Not a book, but that basically describes my experience with "New Girl" and "How I Met Your Mother"
As far as books, the Sword of Truth series fits this bill.

American Gods. Would have loved it to be a bunch of short stories, loosely connected, about all the ancient gods in America. Found the actual plot, kind of boring.

100% Every thing that I wanted to know more about gets dropped.
I also felt this way about An American in Moscow and The Lincoln Highway. Towles writes great characters, but the actual story part of it was boring. I think this is why I much preferred the series, An American in Moscow. I doubt I will ever read another Towles book. Did not like his writing style.
