Can I be held criminally responsible or is it just those individuals that commit the violence?
I think if I’m encouraging violence then yes but otherwise I don’t think so. If so, it would be easy for implanted people to go ape and bring my whole organization down.

In that case, I would say you should be criminally liable. Seems obvious to me that a person doing that isn't encouraging protests, he's encouraging violence.
