Where is the SR played if neither seeded team makes it out of the regional?

I believe the regional winners can submit bids to host supers and the higher seeded team gets the nod if they submit. If they are both the same seed there is a selection process that someone else may be able to explain.

Generally true, but schools still must submit bids. There have been several times this has not happened for various reasons.

Nope.

It's all based on bids, what regional the team came from has no bearing on it.

Indiana St. in 2023 comes to mind.

They were the 14th nat seed paired with Arkansas as the 3-seed. Indiana State hosted a regional but didn't submit a bid for the supers because they had some world youth games or some shite.

TCU ended up hosting the super regional even though they were the 2-seed in Arkansas and made it to Omaha.

Completely false.

Every prospective super regional host site must submit a bid to the NCAA. The NCAA can reject a bid if the facilities/proposal do not meet their standards.

If both teams have submitted bids and both bids are qualified, then:
- If one team is a higher national seed, the national seed will host.
- If neither team is a national seed, but one team is a higher regional seed (e.g. a 2 vs. 3), the consideration goes to the higher regional seed.
- If both teams are the same regional seed, consideration goes to the better bid (which is probably based on revenue but could theoretically also be based on other factors such as facilities, lodging, etc.).

CRITERIA - SUPER REGIONAL SITE SELECTION
In addition to the criteria listed in Bylaw 31, the Division I Baseball Committee reviews the following criteria when selecting super regional sites:
• Super regional competition shall take place at on-campus or approved alternate sites.
• NEW FOR 2025: Prospective host institutions must submit a minimum financial guarantee of $50,000, which shall be 75 percent of the estimated net receipts as submitted on the hosting proposal (online proposed budget and financial report form). The $50,000 minimum applies to both two-day and three-day super-regional competition.
• Consideration for hosting shall be given to the better seed, including the 16 national seeds, if a suitable hosting proposal has been received (i.e., meets financial guarantee and quality of facility criteria). If the better seed has not submitted a proposal, the lower-seeded team will host if its proposal is acceptable.
• If the super regional match-up is between equally seeded teams, the committee shall review the hosting proposals according to the site selection criteria (i.e., quality and availability of facility, revenue potential and other available accommodations) to determine the host. If only one team has submitted a hosting proposal, that team shall host if the hosting proposal is acceptable.

• Lights are highly recommended at all prospective super regional sites. These lights should meet the NCAA standards found at: ncaa.com/news/ncaa/article/2013-11-21/ncaa-best-lighting-practices.
• NEW FOR 2025: Host sites will now be required to have permanent restrooms for fans to be considered to host.
• The committee will consider previous crowd control and behavior of the prospective host institution.

2014 LSU was the #8 national seed paired with Rice’s regional (presumably Rice was #9 but teams were only seeded 1-8 back then)
2 seed Houston won the LSU regional.
2 seed Texas won the Rice regional.

Both Houston and Texas submitted bids to host the super, and logic would say Houston should host because they won the higher seeded regional, but the NCAA gave the bid to Texas.
