The Homeless Homey on Jefferson/Essen intersection at all hours of the night

Anyone see the homeless black dude that's always out there on the intersection of Essen and Jefferson with the windshield scraper at all hours of the night? Looks to be late 20s maybe. Obviously, there's some mental issues with this one but he always looks like he's on the verge of just smashing that thing into some poor unsuspecting Bocage lady's BMW at any moment, talking to himself, appearing to be pissed off.
So many questions. How is he allowed to do this almost daily without being picked up and treated somewhere? Most of the beggers just look like junkies that I couldn't care less about and this dude might be that too, but clearly needs some help in the middle of some kind of mental crisis. It's pretty sad to see honestly.

He isn’t alone. There’s a couple of homeless people that hangout at there. Not sure how no one has been hit yet because that intersection is very busy & there isn’t much of a median.

He was pissed off the other day and yelling and swinging his windshield squeegee wildly around the other day. No clue what he was mad about. I'm pretty sure he lives in the wooded area right there next to the bridge (the same place that had the fire that burned down part of the interstate sound wall a few months back).

I think I saw him last week and swore he was holding some kind of weapon. Glad to know it’s just a windshield scraper 
Side note, pretty sick and tired of these folks destroying the sound walls alongside the interstate. I saw Siegen exit is missing a piece of the wall now. I imagine taxpayers are paying to get that shite repaired everytime it happens.

It's refreshing and rare to be at that red light and actually not see someone at the corner begging.

He relocated from , FL/Wooddale intersection... would stand on the curb that was about 1ft wide West bound on FL...Seems harmful, but a lot times he would be twitching/tweaking

I saw him last week. Does he have a bucket of water, windshield cleaner? I saw that and said, that's some Atlanta/Houston type stuff.

Who's paying for it? He's not doing anything illegal so he isn't the police's problem. You can't just randomly bring someone into a hospital on a PEC if all he's doing is walking around the city talking to himself

he probably stole the windshield blade from the racetrack on Essen. That place is overrun with homeless every time I stop. Its the place they go to shite and fill their cups with water. Then take a nap under the I10 overpass.

Have you seen old lady bent over at waist or old man w/ prosthetic leg or Traveler w/ dog & electric bike at same intersection? Diff panhandler every day. Dixon McMakin passed fluff bill last year adding public rights of ways to places where panhandling illegal but where is he or Mayor Sid on enforcement. Really may take car running over panhandler to get attention. Mayor Broome certainly didn’t do anything to prevent BR from becoming panhandler vacation destination.

Old lady bent at the waist is usually with a much younger guy right? I've always thought that was a ruse and when they made their money for the day, she'd stand up and walk away like a normal person. Haha

The only person over there I given money is the lady who is pulling a blue cart. I have never seen her ask or approach people. She is usually in Rouses parking lot sitting on sitting on her cart or at that Chase bank.
