Pakistan says it has targeted military sites in India; nuclear rivals closer to war

India’s actions, he said, were “pushing the whole region toward dangerous war,” and he vowed a firm response.
The media wing of Pakistan’s military, soon after, said the armed forces were targeting Indian military sites and claimed to have struck multiple locations.
The Indian government did not immediately issue a response.
The latest moves pushed the region further toward an all-out war between the archrivals, who have been engaged in hostilities since May 7.

Its complicated and Im certainly no expert, but Russia was in Afghanistan, Pakistan was our base of operations against them. At the same time we were trying to keep Pakistan out of China's orbit. In other words they were not exactly an ally but we're at least nominally on our side and we wanted to keep them there. We didn't have much leverage.
The other thing is it was a surprise. They had been working on a bomb and not getting anywhere until a Pakistani scientist working for a European company started funneling knowhow to them. All of a sudden Pakistan was testing a bomb.
Part three is India had gotten the bomb just a couple of years before and India was somewhat in the Russian orbit so it was seen as a bit of cold war stalemating.
