If the CIA is funding opposition to Hamas USAID would be a likely conduit. Unfortunately, our current CIA is more likely to be funding Hamas.

I tried to come up with good reasoning, but on the surface, this seems like a real bitch move. Maybe there's something else there to look into, but I can't see how that would preclude them from naming names.
