I’ll see people who make insanely good money and act like being annoyingly frugal is some badge of honor.
It’s annoying as hell.
I’m not talking about budgeting and saving a buck here and there. I’m talking about people always wanting something for free, ask if people are “giving away” an item that nobody ever is, taking napkins etc from restaurants.
And before someone posts “that’s why they are rich.” No, it isn’t.
These types don’t value their time generally either.

OP is also spot on that these types of people also waste a crazy amount of time trying to save a few pennies. They will burn 2 or 3 hours of their time if it means saving 10 bucks.
The most annoying people in cheap O world are those who drive all over just to save like 10 cents a gallon on gas. Congrats on saving 2 bucks on a 20 gallon fill up I guess

Guilty to a degree. I’m pretty frugal in only spending money unless it’s what I really want. It’s hard to not wait for a good deal. I am guilty of spending entirely too much time before pulling the trigger on some stuff though. It’s just difficult going against your nature on spontaneous purchases.
I’m like my grandparents. They saved money because they liked saving money more than spending it. It’s a different concept in todays culture.
I don’t ask for free stuff though. That’s definitely cringe.

I had another friend in college who agonized for 2 or 3 months over a <200 dollar bike purchase. I didn't know one could research Walmart bikes that much but he did it.
After purchasing, I think I saw him ride the bike 3 or 4 times total.
Cheap is tipping 15% when the standard 20% is only a couple dollars more, or like you said, hoarding napkins from a restaurant. Frugality is an admirable quality and nothing to scoff at.

Some people like doing that. Or feel uncomfortable if they don’t. It’s just part of their nature. It’s not always rational, but it is to them.

I’ll definitely tip good. That’s completely different in my mind. I’ll get a cheaper entree before I short on a tip. To me, that’s 2 completely different expenses.
I think that it is an OCD thing when it rides to the level that you are talking about. Most people try to not waste money, particularly with the cost of living today. In that situation the anxiety is driving behavior which is way outside of normal

Yes this is a character flaw for sure.
I don't mind people being frugal but they need to know they will have to do without most of the time. Wanting a nice meal but also wanting it a special discount is bush-league. Wanting a nice meal but also not wanting to spend the money on one so you go without is fine.
