I just read a story about this. I thought about posting it, but didn’t. To make a long story short, he’s a f*cking liar.
He basically fired every manager three levels deep to install his own politicized sycophant in their place. He then hired more politicized contractors than the country had ever seen. In short, this was the beginning of the deep state. Bill Clinton was the one who entrenched politicized ideologues into every aspect of every government bureaucracy. In doing so, he essentially doubled the federal workforce.
Eight years later, Odumbf*ck put it on steroids.

Further, there was still a good mix of both ideologies three levels deep into management. and, those individuals weren’t quite as politicized as they’ve been since Clinton. As presidents came and went, the bureaucratic state also changed over time.
I think you can trace alot of this back to the Robert Bork hearings. That was a turning point for the Democrats. They realized that to keep their power they were going to need to put the most far left whackjob ideologues into every aspect of the bureaucracy.
It was also at this point that they realized that they would need to have control over the Supreme Court did declare every aspect of their party platform as a constitutional right. At this point they began appointing nothing but the most far left ideologues who would never deviate from the DNC party platform.

I was in college and remember Gore going on Letterman about that, he announced he was cutting funding for the committee that was planning for the Bicentennial.
That's right in 1992 the government was still funding a committee that was planning a 1976 celebration.
