Fed Employees being paid for not working

What is the rationale behind the Trump Administration's decision to pay federal employees 8 to 9 months of salary while they are not working—especially those who already had planned to retire or resign—and why is this benefit being offered before mandating a return to the office and laying off employees during their probationary period?
Is it because there is some sort of Law on the books protecting them?

those that were gonna retire soon anyway get a little extra bonus; but that's ok if we get enough of the others to just walk away
it will save tremendous $$ in the long term

He is trying to get them to quit. Someone that is thinking about quitting is more likely to take advantage of being paid for several months. In the end it works out for everyone. They get the courage to quit and the Government saves a lot of money in the long run.

A lot of gov employees put in many years
so when you are kinda wanting to flip the culture, you offer a life line of time so they can pay their bills and find that next job and not create a ton of ill out the door
If you offered nothing, then most would stay and we need many that want to leave to go on and leave

Being paid for not doing any work is basically 90% of government jobs anyway.

Fiscal year ends in September, iirc. Those salaries are all guaranteed through the FY if I remember government finances correctly

Are you stupid? DOD is going through this as well, promoting civilians to quit, we will pay for no productivity for 8 months and then struggle to hire all the open spots back on 1 October. These are required authorized positions built into manpower models making these orgs run. Orginizations that are already undermanned

It’s like severance. You agree to resign and take the payout. If you just fire them there will be thousands of wrongful termination suits and legal battles.

Most likely.
Normally, if a person resigns or retires, they can't do so and stick around for eight months (even if a person tells everyone "I'm retiring at year end", they usually wait until 1-2 months before they actually leave to file the paperwork).
The only ones who can be forced out immediately are those who are in their probationary period (they can be let go for any reason or no reason), those who've been placed on a Performance Improvement Plan (PIP) but who haven't improved (this does happen), or if there's evidence of misconduct (such as security violations, but even then they are usually "on administrative leave" while the matter is being investigated).
