I am fascinated by what's going on here. The man has not been sworn in yet but he's already essentially running the government. He has totally emasculated (not a hard thing to do with the current administration) Biden and his minions, and is the 'de facto' executive strongly guiding the legislative branch.

I'm not versed enough in presidential history, has there been another example of a president-elect actually running the country before being sworn in?

Being primaried is overrated.....it merely means they will make sure the incumbent has a competitor. But Trump has significant power to make their lives miserable.

Trump is not fooling around as he has no worries about being re-elected!
He will be a pleasure to watch the next four years.

Would a Gov’t shutdown be the worst result with Biden ordering all the extra spending prior to leaving office?

A shutdown might even prevent the sale of the wall material.

I think the custom is for president-elects to keep their mouths mostly shut until they're sworn in. But Trump is not like most president-elects in that he's also a former president. Plus they stole the 2020 election from him and it should be his term right now anyway so he probably doesn't care about what's custom.
